Begin work immediately and provide a schedule is what is asked for. In order to estimate schedule and start work, we need to first have work breakdown structure (WBS) created for the scope, and then define activities to accomplish the packages in WBS. So to me, the best option is A, i.e., to begin estimating the task necessary to complete the scope of work.

when the scope of work is defined already and you are going to execute then you should know what are your needs first i think option A. Begin estimating the task necessary to complete the scope of work. may be good answer
