you need (html, javascript, css) to make a static website design, then you need (mysql, php) to make the website dynamic not static.
design part:
1- HTML: needed to make tags but the tags not organized something like that
2-CSS: style the (html) tags for example (previous image) after apply css would look like

3- javascript: has many jobs related to (design, development) for example,
part A : (Design) you can use (javascript) to make (notifications,alerts,slideshow,validations...)
part B : (development) you can use (javascript) to transfer data from design to (php) using (ajax)
Notice : in past few years (javascript Framworks) appear as Alternative to (PHP)
Development part: after creating a website you need to read data from database using(MYYSQL) and processing that data using (PHP).

html we used to provide the layout of the web page and css gives design and presentation to our web page and javascript provide the client side interactivity and php we used to make our page dynamic and sql we use for our database from where we get or fetch the date in our web page.
Think it as a building or real state:
1. HTML corresponding to the structure.
2. CSS corresponding to the decorate.
3. Javascript corresponding to the furniture (lights, elevator, TV and air conditioner...etc).
4. PHP this will allow to you to rebuild the entire building if some one visit you (visit specific link).
5. MySQL corresponding to the library of the archive record.

CSS - cascading Style Sheets language describing presentation of a document.
PhP - server-side scripting language designed primarily for web development but is also used as a general-purpose programming language.
HTML - HyperText Markup Language is the standard markup language for creating web pages and web applications
MySql - Database - opensource relational database management system

HTML - provides the layout of the web page
CSS - provides the design and look and feel

PHP - provides the back end or the server side dynamism, saving of the states to and from a database, controlling the pages, and the direction or flow of all the pages
MySQL - acts as the database server to save all the information inputted from the front facing HTML/JavaScript, to the PHP sessions and transfers, to the database
HTML is used to design a structure of a web page, CSS is used to make a visual presentation attractive and high level decoration of different elements of the website as well as using for interaction facilitate to the user. PHP and Javascript are used to process (Programming) all the data input and output and also for storing to MySQL database. MySQL is a Database Management Tools where all the information of a website(Database driven) are stored.
MySql database program keep the data and provide as demand. PHP is a server side language that help us to take data from to MySql database. Javascript, HTML, CSS those are client site programming language which allow us to design the view of the site decoration. Javascript conciser as a server side language as well.
HTML , CSS and Javascript is the light weight technologies which can be used in front end , php and mysql will help in server side which helps the application more lighter , but few disadvantage is server side and client side programming will take more time when compared with the other technologies in the market
HTML is used to create websites and most websites has databases on its background. most of them are sql based databases. PHP is used to input/collect info in your sql database. Javascripts and CSS are for the looks of your website.
To summarize things with some ambiguities:
HTML and CSS for web-page layout
JavaScript and PHP for programmatic and communication stuff.
MySQL for database management
For example: You use some data from your MySQL table in your JavaScript and Communicate the result through your PHP with your table and show some results on an HTML web page.
