Our CEO has a good relation/contact with the minster. So please tell me Is it internal or external factor related to SWOT Analysis?

When you write SWOT don't stick to internal or external factors (internal or external reference to your company/environment) because some factors are argumentative.

this should be treated as strength in SWOT analysis..Opportunities are more of external trends awaiting for advantage.

I think that its an internal as Strength but we can consider it as an Opportunity since it might lead to future investments or partnership with the government.

May be it is the Strengthens  and opportunity of ur ceo and organization. but the SWOT analysis is not comment which is given by the employees or individual. it is the report like assessment in which different dimensions are consider and after that it will be ideal situation when the report it is the S and O of your organization or Threats in coming future

I beleive & follow this way; I don't care if it's external or internal as I gree with most of your feedback it could be benefit to the company & aligne with its business goals or could be a threat.
