From a safety point of view, organizations are typically enforcing the reverse parking for in the event of an evacuation vehicles parked in reverse will maneuver out of the parking space quickly. Because in an event of plant explosion seconds matter and this is true.
Now, shall we say I do not know that rule because I haven't worked in an organization enforcing the reverse parking. Reasonably, entering a slot with vehicles already on both sides of the slot will be difficult given that the area to maneuver is limited. The reverse parking is the better method because the pivot wheels maneuver the rear wheels creating tight curve. The car will need less space than facing wall parking.
Finally, reverse parking is a form of car body language suggesting how intelligent the driver in the vehicle is. I hope this gives you a better understanding.
