As you tell you are fresher and looking for jobs in Dubai ,Few thing I must tell you to follow.As a fresher first you have to gain some local experience in Pakistan and after that you will definitely try to abroad But if your first preference is abroad then you follow below steps:-
1. Make your professional resume
2. Cover letter is very important thing to getting jobs .
3. Use LinkedIn and make contact in Dubai.It is very important to have contact in aboroad
4. Register some job career site for Dubai like Bayt,Gulf Talent,Go To Gulf,Jerry verghese,Middle Page.
5. Phase some walk-in interview to gain some knowledge.
6 you have command to your subject.because you are fresher ,mostly Question on your Engineering subject
7. Try local agencies ,but carefully after search their review on google.
