The Construction Manager has to take care of construction related work only while the Project Manager is the overall responsible for the Project Management.

Yes, Project Manager = wholly responsible for the project whereas construction manager = partially responsible for his part of the work.

The main difference between these two roles is the level of authority.
The construction manager directly oversees the day-to-day construction activities, while the project manager might supervise the construction manager.
The project manager has more authority and responsibility than a construction manager typically does because he leads and motivates a team of managers or workers.
The project manager oversees a project from inception to completion, while the construction manager is involved with just the construction phase

In terms of project management frame work, it’s difficult to differentiate between project management and construction management, because both are treated as project in the perspective of project management frame work.
However, on a same project considering both equivalents in terms of frame works but differ in terms of its scope.
Once can say construction management is a subset of project management and mainly it involves project execution related management works like, o Quality Assurance/Control Plans o Construction Management & Control system o Construction Execution Plan o Sub-Contract Strategies & Management o Management resources and Craft Labors o Construction Execution Plan o Construction Procedures & Strategies o Pre Commissioning & Commissioning management o System Turnover Plans Where as project management deals in totality all the management aspect (5 groups x 9 knowledge areas) of project including construction management as one phase.

I wont go much technical on this one but project manager stands higher on hierarchy then the construction manager, Project manager is responsible for study and plan the project while construction manager study the best way to go about his job and construct the site...at the end of the day both roles are equally important as if planning isn't done right by the project manager that will affect the construction and in case planning is perfect and execution is poor...project is affected.
There need to be a good communication channel among these two positions.

a very bold difference between what a construction manager have todo in a project and what system expects a project manager to do is managing the Quality control/assurance,HSE and some how leading the planning and project management system in a way that project progress as per time schedule will be also fallowed correctly,actually it means acceptable level of safety and quality beside good execution progress which fallowing it is basically the construction manager's responsibility.another serious difference is to manage the contractors and sub contractors presence based on project budget which basically is not the construction manager's issue to take care of since the progress is the key for a construction mager's success

The main difference in their responsibilities lies in the scope of work and roles.

 

Construction Manager's scope of work and roles comprise the following :

a) Management of the actual execution of works on site

b) In most projects, he reports to the Project Manager

c) Manages the technical matters and formulates resolutions for issues related to construction methods, sequence of works, proper utilization of materials, manpower & equipment  and other technical concerns.

whilst

 

Project Manager's scope of work and roles comprise the following :

a) Manages the entire project or the overall responsible person of the project.

b) Usually, the department  that are under him are : Construction, QA/QC, Safety, Engineering/Technical Documents/Drawings, Project Control/ Planning, Contracts/Costs and Facilities. 

 

Finance & Administration, Human Resources and Internal Auditing  departments are not under the Project Manager for obvious reasons.

c) Project Manager represents the Company in high-level meetings and discussions with other concerned parties as he is the authorized person to endorse needed urgent decisions on most issues affecting the project (within his level & scope) and the first contact person to receive advice or communicate and seek approval from Higher Management for big decisions on critical and urgent issues.

At the end of the day , the Construction Manager is responsible for what happens on the ground - that is what is built , BUT the Project Manager in addition to having this responsibility generally has financial bottom line accountability and is ultimately responsible to deliver on time and on budget with the help of an excellent construction manager.
Both are important and need each other

Major distinction between the two positions.   construction manager needs to have a perfect understanding of industry codes and best practices geared towards resolving a technical problem. He  is the embodiment of what engineering means - practical application of scientific theories and methods.  project manager, on the other hand, needs to go beyond the engineering aspects of the job. The practice of the art and science of project management needs you to be a meld of an engineer, an accountant and a lawyer!
