Usually the hot water pump flow rate is sized based on the heat loss generated from the pipe in BTU/Hr loss,

Thus it is not only sized to avoid heat transfer from the pipe but to maintain the flow rate required by the pump at which it is sized.

To avoid heat loss because heat transfered from higher to low and if water temperature is high then heat will transfer towards medium of lower temperature.result heat loss will be more and required more energy to reheat the same ( Incase of circulation system). If it's direct supply then finally will not be received desired temp of fluid.
