"Strategic Project Manager" sounds like a job title.  Job titles don't mean anything, they are just something somebody made up. Insofar as they have a purpose, it is usually to impress the person who has been given the title (to discourage them from wanting a pay rise) or the kind of client who is sufficiently naive to think job titles mean anything.

For example, I was once made a Director of a particular company.  The company, a subsidiary of a subsidiary, had been created solely for the purpose of allowing people at my level in my department (usually about four at any given moment) to have the word "Director" on their business cards.
