However its not necessary that experienced person would be more knowledgeable than a person with degree and less experience.
We need to see what kind of projects they both have worked on and what kind of exposure they have got.
If a degree holder with5 years of experience have done more projects , have more required skills and have more exposure then he should be the one who should be hired over experienced person.
it is dependent on requirement for his position
looking for what they did in there years experience . you might found that one have 5 years experience done a projects more than another one who have 15 years

Can not take a theoretical decision, why they put great importance to the personal interview, as well as the job description and then compared to the incumbent specifications with the job description and is recognized as the incumbent of the actual job description of the biography, documents and personal interview and when it makes the decision in the light of the match the job description with the description of the incumbent
practical life it's different from Educational life, So i think The highest experience and achievements are the most important for this position.
