Consider what the client wants first. then proceed to the technicalities and requirements of the design of the space like:

What type of Office?

Traffic Flow: Floor Plan Layout that matches the needs and wants of the office space

Then proceed to aesthetic requirements of the office.

1) Floor plan as in empty box

2) Client's requirement and their input, as what kind of environment they prefer as according to their industry standards.

3) Rough sketch on the spot while with the client on 2nd meeting about the ideas according to their specifications and the expertise of the designer.

4) Functionality of the design ( furniture layout, lighting, Office equipment easy to reach placement, Storage spaces other than furniture etc.) the functional square / triangle is important.

5) Client's satisfaction on the verbal and sketch presentation of a initial design phase

6) 2D & 3D designs as on finalized sketches to make them how the space is going to look with a marginal difference if any during construction.

7) Budget summary/ details agreement and then final quotations.

In my opinion, a designer should be able to determine what TYPE of office will be used so he/she could have a primary perspective on a general scale for the least. then from that, He then considers the materials (i.e. machines, furniture & etc) to be used to be able to manage the given area for work-flow of the end user. determining the dimensions and types of materials (i.e. machines, devices, furniture & etc) to be used isa key factor for the design concept of the office. The designer should also consider the number of end users so as to know how to render the necessary, required space for each of them.
