First of all , the company should set the clear policy for employees lateness and make sure all employees aware about it then start to monitor the staff lateness on weekly basis.

The HR responsibility to pay attention of employees whose late regularly without reasonable excuse and inform them how far is effect on smooth departments function.

after that we can take the disciplinary action against employees who always came late and finally if the employee continue to not obliged , we can give him/her termination letter.

Even if it's true, I'd request valid arguments/proofs for such decision. Every decision of that kinds needs to be supported by relevant facts in order to protect employer from potential sue and further legal process. 

Depending on the law and country, there should be a warning before final decision of contract termination is brought.
