Do you think ceo's of different companies nowadays give the same importance to hr department like what they gave to sales, marketing department?

That is a great question Ferdinand. I believe that depends on how good a HR department really is. If HR is weak than often they just end up as being perceived as the “administration guys”.

If a HR department is really strong than they are highly respected as the department that brings the right people in, supports organizational structure and recognition of values and behaviors that increase performance and development for everybody. In one word they add value. To conclude my answer, HR can choose who they want to be!
