The question is very generalized. First of all the selection of waste water treatment technology depends upon the quality of waste water and varies industry to industry. As previous comments MBR technology provide very good effluent results and also its foot prints are very low. Though this technology is still in research due to its limiting factors like its high membrane cost and bio fouling of membrane.

I think your question is very generalized and not specific, best and most effective compared to what? I've worked on advanced process for micro pollutant elimination and I can easy say they are the best, but it depends on your needs, in terms of efficiency, quality of water you need, time of operation,...etc,

The selection of efficient technology depends on the characteristics of the raw waste and for what purpose you intended to use the treated water as well as the allowable discharge limits so its hard to single out here.
But I recommend you to read more about the Zero Liquid discharge technology if you are working with industrial waste water treatment.
It depend on what are you treating. For example, if you are treating BENZENE from water, I recommend the BENZENE stripper column. Also if you are treating the PH balance in water which should be between 6-11 then use the PH package control.

Tertiary treatment is the final cleaning process that improves wastewater quality before it is reused, recycled or discharged to the environment.
The treatment removes remaining inorganic compounds , and substances, such as the nitrogen and phosphorus.
Bacteria, viruses and parasites, which are harmful to public health, are also removed at this stage.

Wastewater flows from the biological reactor and IDAL to a pumping station and meet in the flash mixer.
Alum is used to help remove additional phosphorus particles and group the remaining solids together for easy removal in the filters.
Wastewater from the flash mixer is gravity fed through the sand filters.
Because of the addition of alum, tiny particles cluster together in masses called Floc.
Floc is trapped by the sand, while the clear water is gravity fed to the chlorine contact tank.
The filters are backwashed every hours to remove the floc that has accumulated. The backwash water is returned to the primary treatment stage to go through full treatment.
