Well, in my opinion all the departments in the company should be involved to provide appropriate support and information but there should be someone in the senior position who finalize the plan. Involving all the departments will be helpful to develop the strategy and maintain the standardization of the company. If I'm in that head position, I definitely involve all the Dept. Heads, get their suggestions. It will help me to implement an appropriate planning for the company / organization. Thanks.
I honestly believe that one person can not plan the strategy of a company. A company is made up of departments and hence it is pertinent that the departments be represented by their nominee for example head of the department. The strategy document will come out richer and more informative as it would be a team effort.
All the departments in the company should be involved to provide appropriate support and information but one person must take the decision after group negotiation

Any company is consisitingof management board, each one of them has the power to determine what is good for his departement so the strategy should be in the based of experience.
The buck has to stop at the pinnacle, where-ever the management decides is the appropriate level and authority. Hence, strategy is defined finally for implementation by one cell. However, to define and achieve the best options it is good to consult and involve maximum as all inputs are valuable. Decision-making will rest at one point.
