No no no you don't get staff to "accept" targets, that's no way to run a business.
What you should do is inspire, encourage and motivate your staff to set their own target at a level higher than the one you would have set, and then offer a bonus if they exceed it. (Obviously you have to coordinate this with the other departments in the chain.)
