1. Competency means those knowledge, skills and attitudes(technical and behavioural indicators) that define successful performance.
2. Competency is one which can be seen as leading to successful performance.
If you remember the above two points you can map competency for any position in the world. To tell you in brief.
Step 1 : Find out which positions you need to map - Dont have too many titles.Group titles which are from the same family and have a similar responsibilities.
Step 3 : Find out who is successfully performing that position and note down every activity that person does. This has to be really detailed. You can do it by observing the person, his reporting manager and the department head.
Step 4 : Now that you have a laundry list of activities that the person is performing, club together similar activities(Don't worry about assigning a term just yet to each bunch of activities).
Step 5 : Run through the clubbed activities with the reporting manager, successful performer and the department head. Unbunch activities or further bunch activities according to consensus. You may add more activities at this point.
Step 6 - Assign a Verb for e.g. Interpersonal communication - and club all activities which are similar under it. Keep assigning terms according to the bunched activities and you have the first draft of the competencies mapped for that position.
Step 8 - prepare a competency dictionary i.e for each term : mention the visible indicators.(Avoid things which are not visible for example - Passion to perform is not a competency while knowledge of MS Excel is )
Step 9 - Meet the top management and get their agreement on the competencies.
Step 10 - Align the competencies with training and performance management systems.
