for load calculation :

most widely used is HAP and CHVC programs. I think using manual calculation is not suitable nowadays

if you are talking about small residential building so area factor method may be applicable.

if you install Hap program you will have a very good description which give you the ability to use it, you may search on you-tube for free courses.

for chilled water design:

you can use H-sym Elite program, Pipe flow expert, Train pipe sizer.

for ESP :

use ASHRAE duct fitting data base or Elite duct sizer + Mcquay program

for sure, the technical based on ASHRAE handbook and some based on Carrier handbook

I think there is no regulation on calculation at UAE as country except the weather data and you can find it on ASHRAE and HAP program

Heat load is calculated based on area ,orientation of building, location ,latitude ,longitude ,window ,door locations and there orientation according to building, occupancy, lighting load, equipment load, exposed ,unexposed, height. temperature outside, temperature inside, humidity level required to maintain according to application.

For more reference refer to ASHRAE and Carrier

In case your using Hap you need not worry just enter the parameters and select the country U.A.E

I think its the common function first of all calculate the area, we need weather data of the country, altitude and longitude then find out the weather condition by using ASHRAE book after that sensible and latent heat are find out and select the TR.
