As parent and educator it is very hard to stop a child from crying specially if they do not have the expressive language. However it is important to stop talking and give the child space as well give them direct and simple instruction. It is very important to to get down to their level and ask them what they need. Most children are able to express their need right there but some it takes longer.
I'd say grab the little kid in your arms and comfort them that everything is okay then probably get him/her something that will make them happy and also tickling the little kid might cheer them up a bit.
you can buy him/her something that they like or try to look for the root cause as to why the child is crying and rectify the problem
