Open public spaces in middle east cities :are urban designers really experts in this field? can public space be more social?

One of the quest in urban design is to create spaces that fosters well being of the society. An integrated approach of multiple disciplines such as "urban design, landscape, architects, transport , infrastructure etc." can deliver on such open spaces.

This may be in the form of creating spaces that are environmentally condusive (in the Middle East with shades, water fountains etc.) for social interactions with safe and pleasant opportunities for sitting, walking, activating for all ages etc. 

Abu Dhabi Corniche during the winter season is on such example.

I think most architects working in the Middle East is trying to build an iconic building, and to ignore the spirit of the place (genisu loci), climatic conditions and the actual needs of people who use the space.
