Optimal length should be 2-3 minutes at the max. However, it will also depend on what you are advertising. Social medua users tend to watch videos of even more than 5 minutes - that is, if it is of interest to them. Go to Youtube.com and type the word "hair style tutorials" and you will find videos that are more than 10 minutes with more than 10 million videos. This is to say that your target audiences will a big part on how well your video fairs.

Videos are tricky - in many cases it’s our audience choice whether to watch it or not.
Different videos have a different optimal length but in each one of them the rule of thumb will be make it as short as possible. This shows both options are correct it depends on the purpose of video and it should be as short as possible.

I believe that video advertisements for social media should not be in 'minutes' as being a SM addict myself, I find myself quickly scrolling past the video if it lasts longer. The concept of the video's engagement is not in question here.
Tutorial
If it is a tutorial, yeah slow the video down so your audience can take screenshots of the ingredients/products specifications and the instructions.
Testimonials
Please make them creatively and not just have one person speak boringly at the camera in a white room. It is boring and if this is what you're creating - stick to 30-40 seconds.
Creative videos
Short and crisp. So that your audience is engaged enough with the message of the video quickly understood.
Crowd funding videos
Like Rameez mentioned above, 2.5 mins to 3 mins sounds about right.
we can definitely say that in today’s world, we have to hold our consumers very tight and not let them even think about moving, not even a tiny little inch from our content.

In my opinion a video ads should be about 30seconds. The Brand/ product story can be about 10-12 minutes. But it all depends on your objectives and your target audience.
Less thank 20 seconds. Most people who don't use Wifi skip the videos to save more data in their mobile.
2 minutes maximum; 5 minutes is too much and may annoy the user because most information I saw in longer adverts is just filler and not relevant at all.
