Arthur conan doyle ( 1859-1930 ) was once quoted as saying " i never make exceptions. an exception disproves the rule " what's your reading?

Whether it's " Rules meant to be broken " , or , " No exception to the rules " , or , " Rules are Rules " , i think it's a matter of Perception . If one perceives the ( Rules ) as the Staging Point & the monad of every thing that we do in life ( An end to a means ) , then any exception is over ruled & rejected . & If one perceives them as ( Means to an end ) , then , it could be possible , according to such perception , that these rules could be bent , some where along the way , if they stood as an obstacle , hurdle & stumbling block in front of arriving at the ultimate objectives & goals. However , since we all live in a society that has a multitude of people & a multiplicity of voices , then , the only way for it to stay consistent , constant & connected is to follow a certain set of rules , regulations , limitations , instructions ( Rubric ) , that'll ensure that all conflicts of interests are resolved amicably , peacefully & peaceably , instead of having on our hands a " Survival of the fittest " Mentality & mind set . ( & That's the way it goes ) .

My response to Arthur Conan Doyels's quote itself is an exception to it. The quote was pertaining to an imperialistic era when the Rules were perceived to be unquestionable or un amendable. Rules are not for rules but for maintaining a systematic order in a society or in an organization. In a dynamic society, the needs are dynamic and rules are also to be modified accordingly. Even in the Constitution of a democratic country there will be provisions for amendment of constitution which is the mother of all rules of a country. Management by exception is an accepted school of thought at organizational level also. So we can always make exception to rule judiciously and reasonably in the overall interest of an organization or society with its approval.
