Yes comments do count when used carefully. A good and careful use of comment backlinks is:

Find some relevant to your niche blogs and add your two cents to the conversation providing extra value to the readers and commenters.

Comment backlinks are considered as the lowest quality links you can get seo wise.

BUT, if you can get few on some decent seo authority relevant blog pages, you will add more relevant diversity (and "natural look") to your backlink overall profile, which is a very important factor for Google to consider your site as a natural site that deserves more positive attention.

99% of the time, the comments you leave on any channels (e.g blogs) will have the “nofollow” attribute attached to them.

Note: nofollow is a value that can be assigned to the rel attribute of an HTML element to instruct some search engines that the hyperlink should not influence the ranking of the link's target in the search engine's index.

That means - no matter how many links you leave in your comment(s), they will probably not influence your Google rankings much. But still they will.
