In this case we dont follow the performance appraisal according to tasks (job description) and measuring the achievements of those tasks. we measure impressions, first impression is the last. which is not completely correct.

It indicates that the employee lacks adequate planning and organising skill.
Its not appreciable! Such people try to show others that they have enough work but other hand it reflect badly on their performance appraisal as well as future career growth. Same time that shows they are not smart workers.
