This may be a question of policy on the part of management. If the organization thrive on a dynamic culture, a former employee coming back from a break may have a different perspective about work. Sometimes a break gives people a different way of looking at work, career, customer relationship, and probably approach the role of work in his or her life with a different or a better motivation and focus.

Yes,  in our culture, such practice are getting familiar and even i attend a talk from a MNC where HR along with line manager inducting such profiles.
