Find what interests them and assign them goals accordingly. Appreciate them and help them move up in their career ladder.
The best way is to provide them all the opportunities to use them first. An environment which does not allow for mistakes will not provide opportunities and environment for volunteers and risk takers even if people are highly trained and competent. I usually put them in many situations in which they solve problems, find opportunities, tweak existing processes and question metrics without consequence. If my boss say, your people have messed up, I tell my boss straight out: No they did not. I messed up because either I did not give clear instructions or I have failed to train them right.
