I would like to take a chance to answer this question. There is some idea i have gained so far about this question is answered here. As you know the back linking worth more in SEO compared to other factors. Quality contents and links makes search engines crawling easy which is the basic thing in the optimization. So that applying back links as much is not the matter of improvisation at the same time search the topmost quality links where your website can easily sorted by search engines. Search engines will have their notice towards the best sites with high quality content, back links, less bounced sites, more visitors occupied etc. So simply if you prefer less quality back links which do not rank well in search engines then obviously a step down in your ranking is natural in SEO. Surely sudden declination in the ranking of your site in search engine will happen for future. Always check the back links in the ranking checker before applying. I hope my opinion is better satisfied

Now a days Backlinks are still important but quality of link is the prerequisite for backlinking. If you are linking without following the search engine guidelines, it will definitely affect negatively on your SEO.
In the past SEOs use some sneaky techniques for rank well on search engines like link schemes, cloaking, doorway pages, comment spam, etc. But now these techniques doesnt work if done Google will penalize your website.

Backlinks are still a very critical part of SEO but the quality of backlinks is even more important. To simply answer this question, i would say that there are ways how a backlink could impact your SEO negatively. With google algorithms getting smarter by the day quantity of backlinks is absolutely irrelevant and the emphasis is on quality. For eg. i have a how to tutorial on my website about how to connect a VPN on an Xbox and i have only one backlink to that tutorial but that backlink is from the official xbox site. As a result this tutorial ranks very high on any search term related to setting up a VPN on an Xbox.
Lets have a quick look at what a negative backlink looks like
Google Indexed: check if the domain and the page linking back to you is indexed by google or not. if its not then you are most probably losing link equity there.
Trust Flow & Citation flow By Majestic : If the backlink has a low trust flow and citation flow (you can get this metric from Majestic.com).
MOZ Spam Score: Check out the MOZ spam score of your backlink, if its low then its most probably a bad link.
MOZ Rank: Check out the MOZ rank and see if its high enough to be deemed as a legit backlink
TLD : Check out the top level domain and see that there is nothing fishy about it. for eg. if you get a backlink from .torrents TLD, you most probably have a bad link.
There are a lot of other factors which you could look into but the above mentioned are usually the most common ones.
There are quite a few tools out there which could help you monitor your backlinks and help you identify the links which are not the most appropriate for your Link equity. One of the tools which i use is called monitorbacklinks.com

Just to add to it - Back links from low Domain Rank and Page Rank and from irrelevant pages will drag your page ranking to the ditches. Therefore always evaluate your back links regularly and be choosy.
High DA, PA backlinks are still important but SEO specialist need to be carefull where the back link is coming from.
Social media signals are more important than ever including Twitter retweets, Facebook likes, Pinterest repins, G+ page likes etc. Facebook SEO group.
