According to my ideas i would like to answer you this very question as i liked it a lot.
First of all creativity should be discussed. it is such a thing as is related to the mind and quality and powers and capability one is given or granted by the ALLAH Almighty.
in Holy Quran it is said that in such words as ... your Lord is the most bounties Who taught by pen. Taught the man which he knew not.
so here comes the point that knowledge and skills are from the nature or you can say that given or granted by ALLAH Almighty.
hence, skills are of two kinds.
1. GOD gifted skills.
2. Self got skills by hard work or by any other source.
now i would like to ans the first kind.
1. there is a skill we observe that blind person have more hearing power and they read by moving their fingers on the texts e.t.c
a person who is born a poet he is very fluent is poetry,
our babies learn and start to speak the same language as parents, why they dont speak any other language unless they learn it? for example its natural power that childs learn very soon then the adult ones as GOD granted them the power to learn and pick the things sooner than any other adult ones their learning by heart memory is stronger. its a GOD gifted skill.

2. why we have teachers to teach poetry? why do we have poetry books? why do we like to read poetry or listen it?
what is music? what are songs? why do we like or listen to them?
My dear my answer comes here as some skills are natural and some can be learnt or got or achieved or gained by hard work, like music poetry and singing etc same is with the creative writing.
one can be taught as how to become a creative writer and it depends on the trainer and the training receiver how they both work.
one thing which is worth mentioning here is that a person cant face the power of the nature so he cant defeat the natural skill of creative writings. some of the names are of Jhon Keats, Shakespeare, Allama Iqbal, Sheikh Saadi, Bhullay Shah and Waris Shah. why still we could not have a person as second of them.
a very simple example here we have a wast opportunity of learning software and other courses, why there is only one Bill Gates.
so i end up my ans saying that the creative writing is a gift of ALLAH Almighty and it can also be attained by hard work and with creative ideas.

Both.. I was never born with writing talent but became more familiar and successful in writing after finishing my school ages by reading books and imagination. Some born with talent and some innovate the talent in them.
Any writer needs to have the innate desire to express themselves in writing. I think this desire is acquired early on in childhood. Then training helps to develop effective writing skill. But if you don't feel like writing, no amount of skill is going to make you want to write anything.
As much as I am convinced that creativity in any form of art is derived from an innate ability, I am a strong believer in practice and the need to polish that skill and enhance it relying on methodological tools. One cannot ignore the need for research, structure and time management skills that may not necessarily come hand in hand with pure talent. Writing is like any other craft, it requires constant refining.
Writer is one who write from experiences. it is not necessary that only natural skilled persons can become writer.
Obviously it is hard, if not impossible, to be a naturally gifted writer from birth but I believe erly interest in it makes a solid foundation. Those who also love to read from an early age tend to burgeon.
It is entirely possible to teach and be taught creative writing through classes, clubs or writing echanges.
A person may express his creativity through writing. Ideas, thoughts and experiences may be expressed creatively if a person has strong writing skills which provision of training and development would be helpful. Creative writing is developed through training and education.
in my opinion creative writing is like all creative fields, there is a technical part of it and there is a talent part of it. Some people could acquire the technical skill, and there are many tools that can help them write a good piece/script/book, others are technically gifted. While the talent or the creative side of it is not as easily acquired, you don't become creative if you read and learn a lot but you can become a good writer technically. The balance between both is what makes a good writer, that's why some books would have a brilliant idea but you would not finish the book, while other books would be stating the obvious but in an entertaining way, you'd enjoy it in the beginning but you would feel by time that it's a bit boring.
I am a writer of educational books but anyway i can answer the question that writing depends on a little natural creation at the beginning but later on it mainly depends on practice ,training that help to make perfect.in short we can not separate creation from training.
