There isn't a 'best' as such. Ultimately it is down to the designer's familiarity with a particular software package, the important thing is that the final logo design is drawn as a vector to allow it to scale for use in multiple applications. These could include letterheads, van wraps or building wraps. As a vector it will not suffer loss of quality no matter how big an application the graphic is used for. Personally I use Adobe Illustrator, but that is because I'm familiar with it.
Adobe Illustrator. In my aspect of doing graphic designs adobe illustrator is more accurate and well establish software for making designs for logos.
You can easily vector with it. create objects, color corrections and finally the most important thing that illustrator can do is the object is still sharp and not pixalated when you try to scale it.
