Monitor modules are used get activation inputs from other systems in case of emergency condition (trouble or fire) such as Fire Fighting Systems, Fire Extinguisher Panels, LPG panels, etc,.
Control Modules are used to Control third party inter-facings like Elevators, Access Doors, HVAC systems, etc,. in case of an Alarm in FACP.
If there is a fire in a certain floor and its required to close all the dampers in that floor the order of closing them is done from the control module where as the status of the damper that it has closed will be sent to the panel through the monitor module.
In short control modules take order from the panel to apply a certain sequence, where as the monitor module will give feedback to panel it can be a trouble, or supervisory, or an alarm.
