I suggest that professional project planning is the corner stone in achieving project goals in time and within budget. Definetly, project management & proper selection of the project team members is a must to execute a good plan but they will fail to succeed if the plan is poorly formulated.

Well yes of course you are right. Planing department must think that, if they will increase the manpower they will achive the project in time.

Other wise the whole staff has to wait on the project, and that will exceed the budget .
