If I understand this right ... they are not working on the weekends and taking off Friday or Mondays as extended weekends ....
Skipping work is not appropriate, however there a different situations like illness, extended vacations, or problems with transportation from a trip... at times someone just feels not well and is usually the next day back at work. I think each situation should be evaluated on each case bases.
Just skipping ... have a talk with the person and find out what is going on ... stress or problems with a coworker could trigger this kind of behavior ... and in these cases we just need that person to chill out, whoever you do not want this problem to escalate.
Employees should utilize weekends as their holidays and enjoy them instead of working throughout the week because a human body needs rest. Primarily, the health is important and then the work.
Work life balance is important for creativity and productivity at work. France restricts email sent after work hours even during week days.
For me this goes back to being able to achieve balance between work and home. If I am not at work it does not mean I am sitting and doing nothing. I do not believe in leisure day and that does not exist in my world. I just believe that a person can do other work besides normal day to day work duties
