PLC is a complete system w7th a microcontroller at the center of it and includes all optocouplers at the inp6t side and relays at the output side for connecting all your peripherals.

Icrocontoller on its own is simple an IC that still needs to be developed further into a system so add the optocouplers, relays etc.
