Hiring somebody is the act of engaging a person's services in return for payment.

Recruiting is strengthening or replenishing a group of people.

In other words, recruiting is attempting to get more staff.  Hiring is actually doing it.

Exanples:_

"We need a bigger team so our company is recruiting.  Yesterday we hired somebody and tomorrow we hope to hire two more."

"XYZ bank is recruiting.  In fact they have been recruiting for three months, but they haven't hired anybody yet."
