In simple term we can say that SAP is ERP software that integrates various business applications which are designed for specific industries. Oracle database is a supports large database management for several industries in large scale.
They both are equally powerful. You must know that when you talk about comparing ERP's then there is alot of Grey Areas as if some feature is not available in any ERP then it can be developed using the provided "Application Programming Interfaces (API's)". Normally we need to compare that which ERP is focusing on some typical sector e.g. in Banking sector Oracle has alot of out-of-the-box features which other ERP's dont have and like wise in Aviation and in Oil & Gas SAP has some edge. When it comes to scalability , support and end-to-end customization then they both go side by side . (SAP also uses oracle database at its back-end) so difference is in the application server only. WATCH FOR LICENSING COSTS as this is the main factor while you choose one ERP system over another. For SME's they both are not cost effective so in case of SME's you need to explore the open-source solutions.
