C. There are 10 knowledge areas in Project Management. All these knowledge areas have a managemt plan. Each management plan except project management plan that is part of Integration Management governs the knowledge area throughout project life cycle. The project management plan governs the whole project because it includes the baselines (scope, time and cost) as well as all subsidiary and optional management plans. So, the question about scope management plan not only describes how the scope shall be developed but also includes information how it shall be managed and controlled throughout the project life cycle. I have assisted Project Managers in the big Pharma industry, but not in dental ...

In any case I agree with the gentlemen which chose option C

I would only go with option B if there is a high security to be implemented to  keep each team with as little information on the project possible.
