In my opinion it is organization mission , since the rest is changeable
In hierarchical order, these are:
1. Mission answer "why the organizations exist?" Mission defines the organization's purpose and primary objectives.
2. Vision defines what an organization wants to achieve over time, It is the “dream” toward which you are moving
3. Core values are attitudes and convictions that should be held by all employees. These are diversity (respect for others), commitment, Integrity communication, teamwork and drive for result
All of the above are important for survival of an organization – but Mission comes first

MISSION IS A STATEMENT THAT SPECIFIES THE PURPOSE,IDENTITY AND THE BASIC VALUES OF THE ORGANIZATION.
CORE VALUE SIGNIFY COMMONLY HELD BELIEFS,MINDSETS AND ASSUMPTION THAT SHAPE HOW WORK IS DONE IN AN ORGANIZATION.
VISION IS THE BROAD CATEGORY OF LONG TERM INTENTIONS THAT THE ORGANIZATION WISHES TO PURSUE.
ALL THE THREE WORK TOGETHER TOWARDS ACHIEVING ORGANIZATION GOAL.

A vision tells employees what to do.
A mission tells how to go about it.
Core Values tells how to behave or how to do things in general to develop the ideal internal climate & culture which will support the Vision, Mission & External Climate.
AII of them are very important together but I think mission is the most
Vision is higher rank of Mission while to achieve mission you must follow core values
