Email is the best way to circulate an emergency official information. Train your staff to be updated through emails and communicate through it.

It depends upon type of emergency.

If it is other than hazardous emergency where physical , human loss is not involved.

Take time , use mail , SMS etc.

If it is emergency related to hazardous nature , make  clear and immediate announcement along with precautionary measures ,

Call emergency services.

Guide people to the safe place.
