Cheap design doesn't make sense once it is accompanied with weak or poor design, because you can't earn nothing that way, you just waste money, no matter how small amounts. Godd design with good Content marketing is the King of last days because it bring results! How it brings results? It brings through highest rates in customer engagement which is the root of staying connected to the customer and lead him to make decision about purchase. Content however needs to be informative, educative, fun and it needs to offer possibility to interact and share, that way it spreads a product around in a way that is truly great and free of cost that in the end brings maximum value for money. Design is what will make content attractive and will draw first attention to it, this combination is something that brings much much higher value to the product or service then just selling it cheap. As a famous quote says: "If you don't build The Brand cheapest price will beat you" ... and while you are building it, build it well, which is never cheap!
When you buy an Apple phone, you buy it not for the product but for the feeling. The feeling that you belong to something bigger than yourself or something much cooler.
You dont get the same sense of belongin when you buy a chinese brand.
Thats the difference between building a brand or just moving unit volumes.
In my view, Design and content is more important than offers. Because nowadays consumers are more tend to quality than quantity. But of course, all these issues varies product by product, as it's less effective in FMCG but more important in structural products.
It has to be a good content with good design pretty sure. Because its directly effect your customer to more aggressive response from his or her side. it also effect the satisfaction of the customer.
Both works. Keeping in mind great products comes with good sense of design which makes me want to own it regardless of its price whether its a phone or car or a premium property but non the less I would also fall for a 50% off on winter collection or a cashback on gas regardless of how bad the design is, it just needs to communicate the offer. In a nut shell everyone wants to own a piece of art and sometimes save money. However I would never do a bad design or even approve it.
Both offer and design, are parts of the same importance in the marketing strategy. In terms of effectivity in sales, a useless deal from the sight of the client could never be saved by an impressive design and vice versa, in this saturated world, the best content if poorly dressed won't get to our target.

Good content with good design which is in line with the brand guidelines and highlights the offer to the consumers in the best possible way is the solution I would think. An offer, however attractive, if not presented properly, may not be able to get the message across and may get lost in the clutter, offline or online.
I believe it is a balance between both, good design will succees the attraction and call for action step, while the good offer atchieves to sustain the demand and the value for it
I definitely believe that all marketing content and design should be aesthetically pleasing. Due to social media and the advertising world, there is so much information out there that if your product or marketing collateral is not appealing to the eye it will easily be missed/ overlooked. Also think about what you are trying to say about your company, if the design is of low quality - does that not show you are willing to accept low quality work ethic/ a low quality product?
In my openion more attractive in marketing terms is : good content with good design. Because, your cant sale a product for longer period with low quality and design.
