Leadership is accountable for everything in organization. Managers are accountable for their teams. The best leader is one who leads and let others manage. Leader Influences but a manager directs. both are essential for each other.

Managing can be attached to applying the companies policies and terms to achieve the goals that been set. 

Leading is actions attached to managing the human capital in achieving said goals.

I will also go with the Mr. Obaid's answer. However, I will add few words e.g. it all depending upon company's management priority which mind set they require on which positon and how much in the numbers. Other reflects top management's mind set too with their priorities.
