some times yes and sometimes no. depends on the personality of manager if he dislikes new ideas and creativity yes he is afraid of new things and it will confine innovation of company and department. he will set some pattern will be in his comfort zone and will not let anyone to break it.
If the manager is one of those who take risk, try new things and are confident it will keep ur company moving towards success.

I don't believe so .. organisational innovation doesn't stop at the feet of a marketing manager, it should be something that is innate within the business and creativity shouldn't be stifled. Yes fresh eyes can bring in great outsider perspective however this doesn't necessarily mean that it is 'innovative' or any better.
As long as the marketing manager does not become too 'comfortable' over time and continually strives for perfection and continually learns and adapts to new trends, etc.
