What is the normal temperature set for receiving of frozen raw meat?

The normal standard is <-18°C. But if the received frozen raw meat is at -12°C, so is this acceptable or it will be a non conformance for the receiving records?

The acceptable temperature for receiving frozen meat should be not less than -12 DegC to avoid partial defrosting and not more than - 25 DegC to avoid cold burn of meat surface.
