sometimes project manager is not cooprative, some times the top management doesnt support you. how do one deal with project in that situation?

You can just do your job (Complete) if you are an employee ( It's easy) - Section Manager you need more patience and try to explain your idea or you plan or any thing you see it's correct if you see there is nothing from the other side - still do your job as what they want !

Reaction depends on what you call it " bad " . Good & bad are situational dependent . For example to resolve an emergency situation , management might force its viewpoint at expense of others which is not bad in emergency but forcing ones idea on others is bad in normal circumstances . So good and bad are subjective terms .
Carry out your job correctly and better to explain where required t o boss
The good one is often do not try to get into direct one-on-one meetings. If we can manage the project needs to be reduced your scope and get relief from other duties that are chewing up time.
