Thinking outside the box...
You need to
1- Empower the employees, delegate responsibilities to them, for someone to be creative needs a space to work and time for trial and error.
2- Whenever you face a problem or a challenge as a manager instead of making the decision on your own, make focus groups from your subordinates, might as well use the help from colleagues from different departments.
3- Use motivation not punishment, don't make your employees feel intimidated and always fearful of making mistakes, instead encourage individuality in urging or more pressing situations, give credit for what was done right, "DISCUSS" what was done wrong.
4- Create competitiveness between teams and/or members of your staff which will force them to think outside the box to win the competition.
5- In the yearly appraisal LISTEN to your employees, discuss their daily routine, listen to their ideas on how to make work flow better, and do study those ideas, share the results with them.
That's not all I can say in the matter, just a momentary answer, there is no limit to what you can reach if you study it more.
