First step is to identify where they are currently in their communication expertise vs. the required level where they ought to be as per their respective job roles. Once you have figured that out, arranging of suitable communication workshops wouldn't be that difficult. Finally, you need to follow through and incite a genuine interest in participating employees because this is one skills that you don't learn overnight!

2 figure out what are there weak points and how can you counter that problem
get in touch with them alot , let them give you feed back to every thing
try to figure out a method to excise your communication methods in the most fun way possible

First of all the employees must be educated and willing to learn. Arrange a workshop / training session to impart your vision for promotion of the required goals.
To find employees difficulty in communication is the better way to supply the proper training to enhance their own skill in communication. It is important to determine their problem rather than impose ideas which we think the right way to improve them yet in the real its not. Determine the problem and supply the right material, training, workshop, would help them master their communication skills.
Simple, Increase their involvement. Try to involve them in a group activity or task.
TNI/TNA are regular methods of keeping a check on communication skills of the team. In order to improve these skills, one must be motivated enough and should be communicated with in a manner that is desired to be seen in him/her. Only a leader can direct the team in right direction. So, in order to improve the communication skills of team, the leader must communicate with employees more should encourage them to read, watch and exercise better communication practices in their daily work.
