Procurement & workforce (including top to bottom level of organization) are the factors & their main feature is competency which are highly essential for the efficient and cost-effective working of a HS management system. If both the factors are not up to the level, the efficiency of HSM will go down and cost will increase which will affect the project budget and eventually management will cut down the resources which are even basic to support the HS management system. Therefore, this has to be captured in the risk assessment as of high risk and suitable mitigation measures like proper selection of employees, trainings to improve on competence, proper selection of material, tools & equipment which are of current industry standards and fulfilling the project requirements.

There are many things which we need to consider like -  the SMS should be clear and concise which could be read and understood and the responsible person name to be clearly outlined. Risk assessments to be carried out on regular basis and its related budgeting in order to implement the control measures need to be identified and procured. Management  commitment and serious involvement in driving the objectives of the SMS. Effective communication and adequate training for all. Clear cut intentions and proper supervision. Periodic and intermittent  inspection and audits of the systems and its functionality. Well advance predictions of the external and internal barriers and resolving it across with safety committee and management. Team building and motivation factors. Involvement towards cost effective approach through inviting ideas and solutions.
