WBS is a split, dividing the whole project into smaller organization units. Purpose is that doing so a project becomes more manageable for cost, quality, completion parameters etc. by looking at each unit (WBS) instead of at entire project from 35 thousand feet altitude. So one of the basic objectives of WBS is to ensure the assigned relevant work activities (as in the L-3 schedule) to quickly work out any of the parameters.
