the first one in my opinion would be improving performance and speed , finding new ways to do the same job  faster and more efficiently , the construction industry in general has lagged behind other industries in terms of using newer  technologies and methods .

training of a new generation of construction professionals has always been an issue in the middle east , most construction companies in the devolved countries have training programs for their employees that keep them up to date with newer more efficient methods of doing the job .

to manage construction projects by delegating certain parts of the work to subcontractors .

marketing is one of the most important issues , it is a lot harder to market your services and products in the middle east than in more developed countries due financial constraints .

The main challenge is the funding for the new construction. The model of government / bank lending is no longer working in the current economic climate. Private funding of large constructions and infrastructure is negligible.

Exacerbating the situation is the fact that the large construction companies are in survival mode and have cut their fixed costs by removing staff. When the economic climate reverses there will be difficulty in employing skilled labour to build.

One of the major drawback in construction industry is most of the companies don't have an effective performance evaluation procedures for evaluating the work force. Most of the companies is following uniform salary increments patterns irrespective of the performance. As a result poor performers who stay in a long time earns more than a new employ who has better skills and competent in job completion. Better performance evaluation methods need to implement to motivate the competent one for better organization development.
