Number 1 is be polite and considerate. Talk clearly not quickly (do not make them feel that you've been all day long on the phone trying to get a customer. Make them feel that this call has been made specifically for them), ask after introducing yourself if he/she are free for a couple of minutes. If they aren't ask if you can call at another convenient time. If they are, you're in. Explain what you need in short clear statements (don't bore them) so choose what is the best summary of ideas you want to offer, wait to check if they're interested and then give more information. The trick here is to actually get them to have a conversation with you don't make them just listen, when you listen and ask questions as well you will be able to get their attention and thus their feedback and probably interest.
