IP Addresses within the range of224.0.0.0 through239.255.255.255 are classified as multicast addresses. IP Addresses224.0.0.0 and224.0.0.255, inclusive, are reserved for the use of routing protocols and other low-level topology discovery or maintenance protocols, such as gateway discovery.224.0.0.10 is the Multicase IP Address utilized by Cisco Proprietory EIGRP Routing Protocol. EIGRP uses IP protocol88, It uses a multicast address of224.0.0.10 for hellos and routing updates.

- This address for EIGRP Multicast, it's reserved for this protocal,used to send routing information to all EIGRP routers on a network segment.

This address for EIGRP Multicast

it is the ipv4 multicast ip reserved for EIGRP (a routing protocol). the same address can not be used for any other purpose. similarly all other protocols have their broadcast ip reserved.

Belongs to EIGRP, to send Hello messages to neighbors and any other routing protocol cannot use it. :)

224.0.0.10 ia a Multicast IP address for EIGRP Routing Protocol, EIGRP is a Propritory Protocol use only for cisco router, This Multicast address224.0.0.10 is used for sending HELLO packet and Routing Updates when there is a change in link cost  

224.0.0.10 is reserved for EIGRP Routing Protocol.
