it is the ipv4 multicast ip reserved for EIGRP (a routing protocol). the same address can not be used for any other purpose. similarly all other protocols have their broadcast ip reserved.

The Enhanced Interior Gateway Protocol (EIGRP) group address is used to send routing information to all EIGRP routers on a network segment.

Very simple Question and Simple straight forward Answer.

Belongs to EIGRP, to send Hello messages to neighbors and any other routing protocol cannot use it. :)

224.0.0.10 ia a Multicast IP address for EIGRP Routing Protocol, EIGRP is a Propritory Protocol use only for cisco router, This Multicast address224.0.0.10 is used for sending HELLO packet and Routing Updates when there is a change in link cost
