On my opinion it's not Rule , because this decision depend on vacancy and kind of job , if the vacancy job in the top of pyramid the experience is very important , but if the vacancy job in the base of pyramid the experience is not important factor , because with time this employee can be build his experience .
on other side, experience is a indicator encourage the employers to invite the employees to interview, but imagine with me if this experience just a ink on paper in this case the experience is not right choice ,so experience is important for a high positions.
